The main reasons for any country-related stinkiness are shipping (or shipping rate calculation) difficulties and regulatory issues. The service currently used to operate the Web shop (Paypal) does not support calculating shipping for specific countries - only flat rates based on number of orders or total sale price, regardless of where it is actually shipped. Add to this multiple customs forms and mail rules, and things start getting hairy. To complicate things further, some countries require various certifications (e.g. for radio interference) before a finished product can be legally sold there; for example the CE certification and RoHS paperwork compliance in many EU countries. The certification process is expensive, and just not an option for a small hobby project like this one. (Finally, there are a couple places that just don't take well to the idea of adult toys being mailed around.)
If you shoot me a quick email with our destination country and whether you're interested in a complete unit vs. controller boards, I can get back to you with an accurate international shipping cost and any potential restrictions for that country. In general, the controller boards (unpackaged circuit boards) are considered a sub-assembly and not a finished product, and so are not restricted by consumer certification issues (CE, etc.)
